When it comes to the web, content is key; it's the meat and potatoes of every site (assuming you like meat and potatoes), and ultimately, it's why users come to your site in the first place. Alternatively, if your site has garbage content, visitors probably won’t stick around for very long.
Poor content isn't the only thing that will deter users, though. If your site is poorly organized, visitors will probably bounce just as quickly. While great content is vital, so is a great user experience for consuming that content. You can make this happen with a content outline, simply by planning how you want your site to operate and how visitors should navigate your links.
